Brick by Brick Uganda’s mission is to create partnerships that improve education, health, and economic opportunity in the Rakai and Kyotera Districts of Uganda. Since 2003, Brick by Brick has been working directly with rural communities and local government to rebuild schools and identify critical needs in health, water, and sanitation. It operates under a five-step partnership model of identification of needs, generation of ideas with Ugandan partners and the community, direct partnership to pilot innovation, measurement of results, and expansion.

Brick by Brick currently implements three major programs: Babies and Mothers Alive (BAMA), My Pads Program, and School Program. The BAMA Program seeks to increase demand, access to, and utilization of quality obstetric and newborn care and adolescent health services in Rakai and Kyotera by improving quality of health service delivery and mobilizing communities for reproductive maternal and child health. The My Pads Program is designed to empower adolescent girls and young women through after-school sexual and reproductive health education. The School Program partners with Universal Primary and Secondary Education schools to improve infrastructure and establish libraries to promote effective learning environments.

Position Overview:

BBBU is hiring a Program Management Officer (PMO) who will be based in Kalisizo, Kyotera District and will work closely with the Executive Director, Director - Programs and the Program Coordinators for the different programs. The officer will be responsible for improving existing programs and creating effective program management systems to ensure effective coordination of programs, projects, management of their interdependencies and oversight of any risks and issues arising. The Program Management Officer will be expected to proactively seek out new capabilities for the organization to enable effective growth and realization of BBBU’s short, medium and long-term goals. The position requires insights on quality programing and timely reporting for all programs. The position also requires the candidate to engage with the field teams doing both program work, research activities and community level demand generation activities as well as coordination between the BBBU program and the various district level stakeholders.

Responsibilities:

  • Support planning, and program implementation and proactively monitor progress of the different programs, support program coordinators in resolving key implementation bottlenecks and initiating appropriate corrective actions

  • Support all BBBU programs in providing timely activity reports on a prescribed regular basis for various audiences as will be assigned.

  • Ensuring programs deliver program outputs or services to the appropriate level of quality, on time and within budget, in accordance with the program plan and BBBU governance requirements

  • Manage both the dependencies and the interfaces between programs and leverage them for improved efficiency and management.

  • Identify and manage risks to the program to ensure a successful outcome

  • Initiating extra activities and other management interventions wherever gaps or issues are identified

  • Provide regular progress reports at regular intervals to Senior Management.

Desired Qualifications, Skills, Experience and Qualities

  • Bachelor’s degree in Social Sciences, Development Studies, Population studies, or other relevant area.

  • Master’s Degree in Public Health, International Development,

  • Research or study management experience

  • At least two years working experience in programs with knowledge and skills in program design, program management, proposal development and writing, monitoring and evaluation.

  • Demonstrated skills in reporting including writing reports for various audiences.

  • Demonstrated skills in partnership development and management

  • Effective leadership, good interpersonal and communication skills and ability to work well with different and diverse teams

  • Good program or project management experience including planning, execution, coordination and monitoring programmes

  • Good knowledge and experience of budgeting and resource allocation procedures, accountability for funds and results

  • Demonstrated experience on working with various program management tools to facilitate efficient implementation and reporting.

  • Previous experience working with NGOs, Ministry of Health, Academia, and/or research institutions

  • Effective use of Microsoft office including Microsoft Access, Microsoft Project

  • Ability to work under minimal supervision and within tight deadlines.

  • Innovative and thinks outside the box, has excellent problem-solving skills.

  • Excellent analytical and writing skills as well as IT competence.

DEPLOYMENT: Rakai Hospital, Rakai District

STARTING DATE: 1ST March 2019

DESCRIPTION

Brick by Brick Uganda through its BAMA (Babies and Mothers Alive Program) has implemented the Saving Brains (SB) /Mother Ambassadors Project (MAP) which aims to improve infant development outcomes of babies born of Adolescent mothers (10-19yrs) through psychosocial support.

The project interventions include provision of Adolescent friendly health services during the Antenatal, care group sessions to provide psychosocial support to the mothers.

ROLE DEFINITION

The midwife shall be responsible for the overall implementation of all the SB/MAP activities at Rakai Hospital, Ambassadors, and support supervision of all the activities.This shall include goal orientation and functional Adolescent friendly antenatal services at Rakai Hospital in line with the SB/MAP and the BAMA Program objectives managing integrated clinical process and critical focused antenatal care with MOH policy. Coverage shall be Monday-Friday and will need to be a resident near Rakai or Kalisizo Hospital hospital.

KEY RESULT AREAS

  • Conduct adolescent health education and Information dissemination in YFS clinics

  • Conduct enrollment of adolescent mothers in the the MAP project at health facilities

  • Support Mama Ambassadors to efficiently map adolescent mothers in the community and facilitate their referral to health facilities

  • Conduct follow up of enrolled adolescent health mothers in the community through Mama Ambassadors to ensure all attend their scheduled visits

  • Monitor the implementation of the SB/MAP activities as scheduled on daily basis.

  • Run the daily adolescent friendly clinic in the hospital by offering ANC and or PNC services as recommended by MoH ie examine all pregnant adolescent, request laboratory and ANC services, offer postpartum family planning among others.

  • Supervise the completion of the Self Reporting Questionnaire, Well Being in Pregnancy and ASQ-3 and ensure that all eligible and consented mothers have their tools completed twice.

  • Prepare and submit activity reports, weekly and monthly reports on the progress of the SB/MAP to the Clinical Director in the line with Brick by Brick Uganda reporting guidelines.

  • Develop and maintain operational partnership with the hospital staff, community, and the district.

  • Support the BAMA Senior Mentor Midwife to monitor timely forecasting, procurement and requisition process for SB/MAP supplies and equipment from BBBU/BAMA offices.

  • Develop a strategy to advocate/integrate and implement infection prevention control, waste management and prevention measures during the provision of SB/MAP services at the Adolescent friendly clinics.

JOB SPECIFICATION

  • Certificate/ Diploma in midwifery with health systems management.

  • Must be registered with the relevant professional body (UNMAC)

  • Have key personal competences in team and communication skills. Must be dynamic, persuasive, convincing, self-motivated and able to demonstrate high initiative

  • Must be fluent in all languages spoken at Rakai District particular Luganda. She must be able to present herself in public.

  • Experience working with adolescents and other young people is a big asset.
